福州市新区建设中失地农民生活保障问题研究

摘　　要：随着福州市新区的建设开发,大面积的征地工作正在进行,由此引发的失地农民生活保障问题成为阻碍建设开展的难题。本文在对上海、浙江等地新城建设及征地安置政策的考察研究的基础上,结合福建省及福州市政府的相关政策,根据新区具体情况,提出留用地换保障等安置策略建议。With the construction of the New Town in Fnzhou, the large area symbol field works is in progress, and the life guarantee for the land-lost peasants has become a major problem which hinder from the development of the new town. Basis studying in the new town building and the land expropriation and settlement policy in Shanghai and Zhejiang province, the thesis is tied in the relevance policy of Fujian Province and the Fuzhou government. According to the conditions of New Town, the thesis submit some suggestion on settlement tactics.
