摘　　要：新型农村合作医疗有没有必要向全民基本医疗保险制度变迁,除制度本身因素外,文章从国际健康保障发展趋势、居民健康保障需求和科学发展观建设的角度,分析论证了新型农村合作医疗制度向全民基本医疗保险制度变迁的必要性,为完善我国居民,特别是农村居民医疗保障制度建设提供理论依据。Is it necessary to transit new rural cooperative medical service system to system of medical service insurance？ Besides the institutional factors, this aritcal study the inevitability of transiton of change from rural cooperative medical service system to system of medicao service insurance, through study of the dirction of the international health insurance, medical requirments of the residents and scientific view of development, in order to supply theoretical support for improving residents, especial the rural residents＇ health gurantee,
