摘　　要：我国新型农村合作医疗克服了诸多实际困难,取得了令人瞩目的成绩,广大农民从中得到了真正的实惠。新型农村合作医疗制度设计的科学性和管理机制的全面突破,是新型农村合作医疗取得突出成效的基本原因。深入、全面地总结新型农村合作医疗成功的关键性因素,对促进新型农村合作医疗的健康、可持续发展,尤其对进一步探索我国医疗保障管理体制改革,具有十分重要的政策意义。The new rural cooperative medical scheme （NCMS） in china has achieved remarkable achievements through many difficulties, many insurers have got benefits from it. The author thought these achievements basically result from rationality of the system design and innovation of the management mechanism. A comprehensive conclusion of the key factors of the success of NCMS may be helpful to the sustainable development of NCMS, especially to the reform of the management mechanism of medical security.
