西藏农村剩余劳动力转移问题研究——基于扎囊县德吉新村的调查分析

摘　　要：文章以西藏自治区扎囊县德吉新村剩余劳动力转移为研究对象,首先对德吉新村剩余劳动力数量作了一个初步估算。在此基础上,重点分析了德吉新村在政府组织引导下转移农村剩余劳动力所取得的成效及存在的问题。研究结果表明,政府必须了解当地农牧民群众的实际转移意愿,紧密结合他们的实际需求并采取相应的对策与措施,才可能使农村剩余劳动力转移取得实实在在的成效。This thesis focuses on the transfer of surplus labor force of Deji Village in Tibet. A preliminary estimation of the number of surplus labors in this village is made first. Based on this, the authors particularly emphasizes on analyzing the progress achieved and problems remained in Deji village under the organization and guidance of the government. The result indicates that, the government should study the transfer will of the local peasants and nomads fully, then carry out corresponding policies closely related to their needs, and only through these measures can the transfer work achieve concrete and tangible effects.
