平衡供给、需要、需求的社区基本公共卫生服务项目包研究

摘　　要：目的:确定四川省社区基本公共卫生服务包。方法:选取6个城市的12个社区卫生服务中心,进行社区公共卫生服务供给、需要、需求问卷调查和专题小组讨论。结果:半数及以上的社区卫生服务机构能够提供56项具体服务内容中的37项。13类能够直接利用的社区公共卫生服务项目,居民均有需求。采用作业成本法,核定基本公卫包Ⅰ成本总额为91498.15元,基本公卫包Ⅱ成本总额为181818.52元。结论:平衡供给、需要、需求的基本公卫包要基于政府购买能力,并能实现社区卫生服务机构人尽其责、高效运作的要求。Objective：To develop the project packages of basic public health service in community in Sichuan province.Methods： 12 community health service centers were sampled from 6 dries and surveyed with questionnaire of the supply, demand and need of public health service in community and focus group discussion. Results：For more than half samples,37 of the 56 items of the public health services in community were available.And all of the 13 given items were required by residents.The total cost of package one was ratified as ￥ 91,498.15 by applying activity based costing, and total cost of package two was ￥ 181818.52. Conclusion： The development of the project packages of basic public health service balancing supply,demand and need in community should based on the government＇s payment ability, and great efficiency should he the requirement to the health service institution in community.
