土地整理与新农村建设关系探析

摘　　要：土地整理与社会主义新农村建设是农村现阶段最重要的两大项目。为有效促进土地整理与新农村建设事业的蓬勃发展,该文结合土地整理与新农村建设的相关理论,运用对比分析与综合分析的方法,揭示了土地整理与新农村建设间的关系,即两者在目标上具有统一性、在特点上具有相似性、在内容上具有交叉性、在作用上具有互动性、在资金上具有互补性,呈现出一种相辅相成、互为依托、互相促进的关系。因此,在新的历史背景下,土地整理与新农村建设必须密切结合,协调共进,以解决"三农"问题为出发点,为实现农村经济的可持续发展与构建和谐社会做出应有的贡献。Both land consolidation and new rural construction are very important in rural area, in order to accelerate the development of these two projects, based on the relevant theory, this study analyzed and indicated that the relationship of land consolidation and new rural construction were uniform in goal, similar in characteristics, intersectional in content, inter-advanced in effect, inter-supplementary in capital on the basis of comparative and comprehensive analysis. In a word, they supplement, support and facilitate each other. Therefore, land consolidation and new rural construction must combine closely and advance coordinately, and they should make great contribution to solving problems of agriculture, rural areas and peasant, for promoting the sustainable development of rural economy and constructing harmonious society.
