摘　　要：目前,开放存取运动得到了快速发展,其原因是多种力量主体作用的结果。文章着重从政府部门和科研资助机构、学术科研人员、大学、图书馆。At present, Open Access Movement develops quickly as a result of the principle role of various forces. This paper explores the important force to promote the vigorous development of the Open Access Movement focusing on such aspects as government department and sub- vented scientific research organizations, academic researchers, universities, libraries, journal editors and software R＆D workers. 8 refs.
