摘　　要：2007年农村最低生活保障制度在全国普遍建立。山东省农村低保制度在发展过程中积累了成功的经验,如统筹层次的提高、全部入户调查的实施、数据库的建立和动态管理机制的探索等,这些成功的经验和制度的良好运行得益于政治、经济、民主文化多方面的综合作用。因此,分析低保制度的成功经验及其致因有利于当前农村低保制度的发展和完善。The minimum living security system in countryside has been universally established in China in 2007. The minimum living security system in countryside in Shandong Province tins accumulated successful experiences in its developing precess, such as enhancing the fond plan level, implementing the investigation all over the residence, establishing the database and exploring the dynamic management mechanism. The successful experience and the good operation of the system benefit from many factors, such as politics, economy and democratic culture. Therefore, the analysis about the successful experience and the influencing factors of the minimum living security system in countryside will be advantageous to the establishment and consummation of the minimum living security system in countryside at present.
