耕地利用效益体系与耕地保护的经济补偿机制重构

摘　　要：基于耕地功能的多样性以及在社会经济整体发展中的地位和作用,重构了耕地利用的效益体系,并在此基础上分析了耕地利用生态社会效益外部性下的耕地非农化机制。分析表明,耕地利用生态社会效益的外部性是耕地非农化的根本原因,而构建耕地保护的经济补偿机制则是抑制耕地非农化的根本途径。最后提出了耕地保护的区内经济补偿和区际经济补偿运行机制、补偿体系和实施措施。Cultivated land utiliztion benefit system is constructed based on multifunction and action to the socioeconomic development of cultivated land, which is .eomposed of economic benefit, social and ecological benefit. Then the conversion mechanism of cultivated land is analyzed based on the externality of cultivated land utilization social and ecological benefit. The results show that its externality is the most crucial reason of cultivated land conversion, and the compensation mechanism can restrain effectively the conversion of cultivated land. At last, the economic compensation mechanism and system of cultivated land protection including internal compensation and interregional compensation are constructed to prtotect cultivated land.
