三峡重庆库区产业空心化的成因及对策初探--以重庆万州区为例

摘　　要：三峡库区是指受三峡工程淹没影响的地区,它主要涉及到鄂西的4个市(县)和重庆市的22个区(县、市)。针对三峡库区尤其是其腹地产业空心化日益严重的问题,本文以重庆万州区为例,从经济总体水平、产业结构、支柱产业、产业技术创新能力、经济效益低下、剩余劳动力和就业压力,分析了万州区产业空心化的现状;从三峡工程长时期论证、移民政策、资金投入、市场环境、人才素质、人地矛盾、生态安全方面,剖析了产业空心化的成因;提出了科学规划,加大政策支持力度,优化发展环境,实施"人才强区"战略,优化产业结构、发展特色经济,建立长效的生态补偿机制的对策。Three Gorges Reservoir Area is the area which is submerged because of the Three Gorges Project-affected, mainly related to the four cities or counties in Hubei province and twenty-two cities or districts in Chongqing Municipality. For the increasingly serious problem of Three Gorges Reservoir Area, especially the hollowing-out of industry in its hinterland, the paper takes Wanzhou as an example , analyzes the statue of industrial hollowing-out from the facts of the overall level of economic, industrial structure, cornerstone industry, innovation capability of industrial technology, lower of economic benefits, the pressure of surplus labor force and employment; anatomizes the cases of Hollowing-out of Industry form the factors of long-term appraisal of the Three Gorges Project, immigration policy, capital input, market environment, personnel quality, the contradictions between People and land and ecological security. Several countermeasures was suggest for establishing long-term response to an ecological compensation mechanism, such as scientific planning, increasing policy support, optimizing development environment, implementing the strategy of ＂talent strong zone＂, optimizing the industrial structure, developing an economy with local characteristics, etc.
