摘　　要：本文从分析农业自然灾害的特点入手,阐述了国家农业防灾救灾措施和农业保险经营管理机制,重点对两者的利弊进行了对比分析。研究发现,农业防灾救灾措施和农业保险并不能互相替代,两者都是农业灾害救助体系的重要组成部分;最后提出了完善农业灾害救助体系的相关政策建议。This article has analyzed the characters of the agricultural natural disaster. It has also illustrated the mechanism of agricultural insurance and measures of preventing the disaster and relief separately. After that, it has compare with the advantages and disadvantages of them. It has concluded that, the mechanism of agricultural insurance and measures of preventing the disaster and relief could not take place each other, all of them are the important parts of agricultural relief system. At the end, it has given some suggestion.
