区域公共管理“泛行政化”现象初探

摘　　要：目前政府主导的区域公共管理模式导致了"泛行政化"现象的出现,对我国区域公共管理的科学化进程造成了较大的影响,就目前的发展趋势来看,"去行政化"已成当务之急。因此,有必要对区域公共管理"泛行政化"现象的表现、产生的影响及其成因进行深入分析,着力采取转变执政理念并培养区域意识,转变政府职能并合理定位政府区域公共管理角色,扶持第三部门发展并创造主体有效参与区域公共管理的条件,健全相关法规体系并保证各主体有序参与区域公共管理,创新区域公共管理模式等一系列举措,防止"泛行政化"现象进一步扩散。The overused administrative behavior is induced by the existing pattern of the regional public administration in which the governments at different levels always play leading roles. The fact has been affecting greatly the scientific reform of China＇s regional public administration, and the nonadministrative policy is urgently required nowadays in this respect. It follows that we shall analyze in-depth how the overused administrative behavior manifested itself and its causes and what influences it exerted on various fields. The nonadministrative policy means that the governments should change their ideas about political diffusion.
