摘　　要：新建本科院校科研任务的重点应是围绕教学任务的开展而进行的教学管理研究和如何利用学校科研资源更好地为地方经济建设和社会发展服务的应用研究。文章在对新建本科院校科研人力资源现状作出客观评价的基础上,提出了学校应在不同发展阶段对科研人力资源进行分层创新管理,并就如何实施提出一些措施保障。The research tasks of the newly established universities should be focused on the research of teaching and management carried out around the teaching mission, as well as the applied research by making use of school research resources, aiming at rendering better services for local economic construction and social development. This paper, based on an objective assessment of.the status quo of the research human resources in the newly - built undergraduate institutions, puts forward that the school should place stratified innovation mnagement at different stages of development, and propoeses safeguard measures on how to implement the innovative human resource management.
