摘　　要：通过对科技奥运实施过程的回顾与分析,确立认识科技奥运的基本角度,认为应该从国家战略的高度认识科技奥运,提出科技奥运是国家基于科技发展而创新构建的社会科技创新工程——基于奥运战略的科技发展聚散工程的观点;在比较不同经济体制下科技奥运实施主体差异性的基础上,提出具有中国特色的科技奥运的概念和内涵。This paper offers a new point of view to review Hi-tech Olympics through the implementation process, which should be the national strategic value for Hi-tech Olympics. Hi-tech Olympics is based on national scientific and technological development and innovation in the social construction of scientific and technological innovation： it is engineering of the Aggregation and Diffusion based on Olympic strategy;by the comparison of different economic system, it discusses the content and concept of the Olympic Games with Chinese characteristics.
