摘　　要：国家的科技投入逐年增加,更多的重大、重点项目不断推出,能动性科研管理对推动整个科研工作向前发展具有重要的意义。科研院所要在加强与上级主管部门和科研人员的沟通与交流,为科研人员营造有利于创新的学术环境;科研项目的申报;优势学科的形成;跨部门、跨单位的协作;科研课题执行管理等方面进行能动性管理。With the improvement of layout and management of national science and technology, the improvement of scientific and technological input and constant emergence of important projects, initiative management of scientific research institutes is of great importance to promoting the scientific research work as a whole. Initiative management of scientific research institutes mainly includes strengthening communication with the executive departments and scientific researchers, building an academic environment in favor of innovation for scientific researchers, registration of.scientific research projects, formation of superior subjects, co-operation between departments and institutes, and enforcement and management of scientific research projects.
