摘　　要：建设科学发展先行区,法治建设也要先行先试。法治社会化进程中海西大有可为,建设新型的社会法治,走出法治社会化的创新之路,从而在区域发展中释放更大优势。推进法治社会化,要树立法治意识,培育法律人;要建立公民参与和协商的制度化机制,构筑和谐均衡的治理平台;要构建公民参与网络,完善法治社会化的组织体系;要建立多元化、多形式的责任体系,保障社会法治的严格实施。To build a pioneer zone, the construction of rule of law should take the lead. Located on the west side of Taiwan Straits, Fujian has bright prospects in legal construction. To promote the socialization of the rule of law, there are four main points ： First, it＇s necessary to establish legal awareness and cultivate qualified legal specialists. Second, it＇s better to set up a system that the citizens can participate in so as to establish a harmonious governing platform. Third, the building of a network system can involve citizen participation to perfect the socialization system. Fourth, it＇s important to build up a multiple responsibility system to secure the strict execution of the social rule of law.
