摘　　要：村民委员会换届选举使农民的民主意识逐步增强,但在选举中也暴露了选举走过场、候选人产生不民主、贿选及拉票行为愈演愈烈、选举程序繁杂以及选民资格认定和委托投票管理等方面存在的诸多问题。要解决这些问题,应从农村实际出发,采取理顺乡镇政府与村民委员会、村党支部与村民委员会的关系,解决好流动人口的选举权,建立财务公开制度,确立海选模式,减少选举环节,尽快制定村民委员会选举法等对策。The villagers＇ democratic consciousness is increasing in the elections of the villagers＇ committee. However, some problems and contradictions have come out in the open. The election is held in a bureaucratic way; the candidates are nominated undemocratically;the vote-buying gets intense;and the election procedure is tedious. Therefore, efforts should be made to rationalize the relationships between the township government and the villagers＇ committee and between the Party branch and the the villagers＇ committee,make public the administration of finance, reduce the election links, formulate the election law, etc.
