摘　　要：改革开放30年,促进了中国城市大发展,城市发展成为人们日益关注的重要问题。城市发展是一门系统的宏大工程,它必须以城市科学发展观为统领,以人为本,实现科学发展。城市是一个开放的、运动的大系统,开放性是现代城市的基本特征和发展前提条件。21世纪,城市进入一个加快发展的新时期,制度创新是城市转型与发展的关键。In 30 years of the reform and opening up, Chinese cities have been greatly development, and urban development become increasingly important issues of concern. Urban development must be people -oriented and guided by the concept of scientific development. A city is an open, large - scale system, and open is the basic characteristic and prerequisite of modern cities. In 21st century, cities are entering a new period of accelerating development when system innovation is the key of urban transformation and development.
