摘　　要：赤潮灾害是三大海洋灾害之一,它恶化海洋生态环境,危及人类健康,造成的海洋经济损失逐年增加。赤潮灾害风险评估是赤潮灾害减灾防灾的重要内容之一。赤潮灾害在本质上仍属自然灾害,依据赤潮灾害的危害特点和自然灾害风险的内涵,阐述了赤潮灾害风险评估的定义,就赤潮灾害危险度评估和海洋社会经济易损度评估两方面内容,论述了赤潮灾害风险评估指标体系,建立了赤潮灾害风险评估模型,提出了赤潮灾害风险评估的技术流程。Harmful algal bloom hazard is one of the three major marine calamities. It deteriorates the marine ecological environment, jeopardizes human health, and causes the increasing social economic losses of ocean year after year. The risk assessment of the harmful algal bloom hazard is one of the important contents of reducing and preventing the harmful algal bloom hazard. The essence of the harmful algal bloom hazard still belongs to the natural calamity. According to the characteristics of the harmful algal bloom hazard and the connotation of natural calamity risk, this paper explicates the definition of risk assessment of harmful algal bloom hazard, and in respect to both the degree of the risk assessment of harmful algal bloom hazard and vulnerability of sea social economy proposes the index system of risk assessment of harmful algal bloom hazard, sets up risk assessment model of harmful algal bloom hazard, and puts forward the technical flow of risk assessment of the harmful algal bloom hazard.
