摘　　要：基于国外竞猜型赛马彩票的发展现状及国内发行赛马彩票的经验教训,对我国试点发行竞猜型赛马彩票的必要性与可行性进行论证。认为:我国应以北京奥运会为契机,遵循国家垄断发行、先试点后推广和规范运作等原则试点发行赛马彩票。提出我国赛马彩票发行方案:在我国现有赛马场的基础上竞猜本国赛马赛事;以赛马发达国家或地区的赛事为竞猜对象,在我国发行赛马彩票。Based on the present developmental condition of foreign contestable-surmise-type horse racing lottery tickets and the experience and lessons of our country in issuing horse racing lottery tickets, it demonstrated the necessity and feasibility of making experiments on issuing contest-surmise-type horse racing lottery tickets, considered that it＇s necessary for China to make experiments on issuing horse racing lottery tickets with taking Beijing Olympic Games as a good opportunity and follow such principles as state monopoly issue, making experiments first and then popularation regular operation etc. to make experiments on issuing horse racing lottery tickets and put forward the following plans for issuing horse racing lottery tickets in our country： competitively surmising China＇s horse racing competitions on the basis of existing horse racing courses in our country and issuing horse racing lottery tickets in China with taking the horse racing competitions in developed countries and areas as surmising objectives.
