摘　　要：区域创新能力正日益成为区域经济参与市场竞争的重要因素,财政政策作为政府宏观调控的重要手段,在引导资源配置,促进产业空间布局的实施和区域经济格局的形成方面具有重要作用。为提升区域创新能力,要加大财政的投入力度,鼓励企业自主创新;发挥财政导向功能,搭建技术创新平台;注重财政扶持,促进科技创新与转化。同时,也要积极探索财政政策的创新。As one of the important means in government＇s macroeconomic control, fiscal policy plays an important role in guiding the allocation of resources, and promoting industrial space layout of the implementation and the formation of regional economic pattern. In order to promote the regional innovation ability, we must increase financial investment dynamics, encourage enterprises to engage actively in independent innovation, give full play to the guidance function of finance, build the platform for technological innovation, focus on financial aid, and promote scientific and technological innovation and transformation. At the same time, we must positively explore the innovation of financial policy.
