摘　　要：随着信息技术的发展,政府拥有信息总量的80%,但是政府信息资源的利用率并不高。通过对黑龙江省政府信息资源开发与利用存在问题的剖析,提出知识型电子政务系统,为政府信息资源的充分利用提供一个通畅的信息平台。With the development of information technology, the Government has 80 per cent of the total information, but the utilization of information resources is not satisfied. By analyzing the existing problems of the Information Resources Development and Utilization in Heilongjiang Provincial Government, this paper advanced a knowledge-based e-government system which can provide an information platform to make the best of information resources.
