摘　　要："合作降低威胁"项目是美国与前苏联间一个重要的不扩散合作项目。美国国会在此项目诞生和实施过程中都发挥了至关重要的作用:国会是"合作降低威胁"理念的首倡者,它积极推动了项目的实施,并且还主导了项目的调整与扩展。本文考察了美国国会在"合作降低威胁"项目上所发挥的作用及其影响,并探讨冷战后美国国会参与外交政策制定和执行的一些新特点。The Cooperative Threat Reduction Programs have been an important part of the US-FSU non-prolierafion cooperation. The U.S. Congress has played a vital role in the initiation and implementation of the Programs ： Congress not only initiated the concept of Cooperative Threat Reduction, promoted the Programs＇ implementation, but also dominated the readjustment and expansion of the Programs. This paper examines the roles that the U.S. Congress has played and discusses some new features of the Congress＇ participation in making and implementing foreign policies.
