摘 要:军队抢险救灾工作中,科学、快速地评价供水站选址方案的可行性,对提高保障效能,充分发挥保障效益具有重要作用。以抗震救灾应急供水保障理论与实践为基础,构建了供水站选址方案评价指标体系,并基于层次分析法(AHP)建立了选址方案模糊综合评价方法,最后在供水保障实例中对该方法进行应用。结果表明,该方法对提升抢险救灾等突发事件应急供水保障能力具有积极作用。How to evaluate the feasibility of fresh water supply stations' site-choosing project scientifically and rapidly during military operation of disaster rescue is important to increase the support efficiency. First, this paper analyzes the influencing factors and practice of providing fresh water supplying support to earthquake disaster affected areas during rescue operations. Then based on the method of AHP,a fuzzy mathematical appraising system is established to evaluate the support effectiveness of fresh water supply stations' site-choosing project. Finally, the method has been tested by its application in a case of fresh water supplying support. The result indicates that the method is effective to enhance fresh water supplying ability during military operations of disaster rescue.
