摘　　要：本文分析了近期供电企业的用电管理需求,提出了基于椭圆曲线密码体制(ECC)的电力负荷管理及用电监控方案,并据此方案成功地开发了该系统。应用表明,电力负荷管理及用电监控系统可以帮助管理人员及时、准确、安全地获得用电信息,发现表记故障、窃电行为,且可以进行谐波监测,提高用户的用电质量。The recent application of demands of power supply bureau was analyzed and a design of power load management and power monitor system based on ECC was described in this paper. Power load management and power monitor system have been successfully developed according to this design. Application of this system showed that it can help administrator to gather the timely data of Kilowatt-hour meter accuratcly find the meter fault stealing electricity and make harmonic detection to improve users＇ power quality.
