摘　　要：2007年国务院颁布《关于开展城镇居民基本医疗保险试点的指导意见》,标志中国进入"全民医疗保险与全民医疗保障时代"。全民医疗保障制度建设是"前所未有"的伟大事业,如何科学合理地设计全民医疗保障制度框架,妥善处理全民医疗保障制度建设若干重大关系,统筹协调城乡社会发展与全民医疗保障制度建设关系,准确把握全民医保制度的政策要点,借鉴世界各国全民医疗保险制度建设的国际经验,建立具有"中国特色"的全民医疗保障和社会福利制度框架,构建和谐社会,缔造幸福美好新生活,改善全体公民的生活质量,这是中国公共政策、社会政策、卫生政策议程和医疗保障制度建设的核心议题,意义重大。That the State Council published ＂The Guidance on the Pilot Project of the Urban Resident Basic Medical Insttrance＂ in 2007 is a symbol that China comes into the time of universal medical insurance, which is a great and ＂unprecedented＂ enterprise in the human beings history. However, how to design the universal medical insttrance system scientifically, how to deal with the multiple basic relationships, how to coordinate the social development in urban and rural area, how to grasp thoroughly the critical policy, how to use the international experience, how to established the china characteristic universal medical security system and social welfare system for a harmony society and so on, all are crucial issues in China and are. significant to establish a new wonderful lives for all citizens.
