摘　　要：宪政是追求民主、保护人权的政府的治国方式,它要求执政者要处理好立宪和行宪两个环节,因为立宪是宪政的基础,而行宪是宪政的关键。纵观我国改革开放三十年的宪政历程,我国政府很好地把握了这两个环节,从而在政府主导推动和公民社会渐进形成并推动宪政发展的历程中,使我国社会不断向着更加民主、文明的社会迈进。It is the pursuit of constitutional democracy to conduct the protection of human rights of the Government＇s way of ruling the country. It requires constitutional and properly handle of the relationship between the ruler and Constitution, because it is the constitutional basis of constitutional government, and the Constitution is the key to constitutional government. Taking a panoramic view of China＇s reform and opening-up and 30 years of constitutional history, China＇s government has a good grasp of these two segments. In order to promote government-led and the gradual formation of civil society and promote constitutional development in the course of constitutional history, our society should develop toward a more democratic and civilized society.
