中国利用外资的演进轨迹与范式解构

摘　　要：对外开放30年,展示着中国利用外部资源将中国区位优势与跨国公司垄断优势相结合整体性战略布局的探索与实践。中国引资战略正在经历着从规模到质量的七大历史性跨越:从"以市场换技术"到利用外部资源提升企业创新能力,在全球分工体系中从制造业内部的产业升级向三次产业结构升级延伸,资源环境约束条件下从审批环节严格把关到生产过程中发挥外资企业开发和使用环保技术的正效应,从东部地区率先发展到东、中、西部地区协调发展,从引导外资参与国有企业改组改造到推进民营企业与外资合作发展,从利用外资的市场竞争效应到跨国公司社会责任潮流在中国的发展,从"引进来"到"走出去"。China has combined the regional factors advantages and the monopolistic advantages of TNC through use of foreign capital, as an overall strategic historical processes during its 30 years opening-up. The use of Foreign Capital strategy in China is practicing the historical processes, which changed from focusing on quantity to quality from the following 7 aspects： first, from ＂market to technology＂ to improving innovation ability of enterprises; second, from improving manufacturing industry to developing service industries ;third, from strict quality control to utilizing Environmental technology of FDI under resource limitation; forth, from the initial development in the east to the overall development of middle and west china; fifth, from solely relying on foreign capitals to encouraging combination of both foreign and domestic capitals, to help the development of State-owned enterprises; sixth, from the ef- fects of market competition among foreign enterprises to the boosting social responsibilities undertaken by the enterprises; finally, from use of foreign capital to investing domestic capitals to foreign enterprises.
