摘　　要：改变我国大城市"摊大饼"式的空间发展模式,采取合理的新城开发战略是非常重要的。在太原城市总体规划(2007—2020)中,以太原-榆次同城化为基础,依托榆次已有的基础设施,在太原南部地区通过综合性的新城开发,改变太原既有的城市空间发展模式是非常重要的战略举措。论文以规范的计量经济学研究方法为基础,分析了太原新城开发所需的投资规模、太原未来的财政收入及融资潜力、地方财政支出的结构特征,从地方财政学的角度研究了太原新城开发的可行性及相关因素的敏感性。To change the model of urban sprawl in large city, it is very important to implement a reasonable strategy of new town planning. In Taiyuan master planning （2007 - 2020）, we want to change the existing urban sprwal model through the comprehensive new town development in south of Taiyuan based on integration of Taiyuan and Yuci, relying on the existing infrastructure of Yuci. The paper studies the scale of investment of new town of Taiyuan, the future revenue potential and financing trends, the local fiscal expenditure and its potential supporting for new town development, and studies the feasibility and sensitivity of the new town development of Taiyuan.
