摘　　要：农村基层农田水利设施基础建设迅猛发展的同时,与之相配套的乡村基层水利档案管理却未能与时俱进。破除现时基层水利档案管理面临的困境,进一步加强基层水利档案管理,使之服务于社会主义新农村水利建设管理,提高我国农业现代化水平和资源能源利用效率,积累工程建设经验,使我国水利工程技术水平不断提高具有现实意义。The irrigation and water conservancy facilities in rural grass-roots areas are rapid development of infrastructure at the same time, matching the rural grass-roots water conservancy archives management has failed to advance with the times. To get rid of the existing water grass-roots level file management difficulties faced on the grass-roots level to further strengthen the water archives management, so that the service of a new socialism countryside construction and management of water resources enhanced China＇s agricultural modernization level and resource efficiency of energy utilization, and accumulated experience in project construction, so that China＇s water conservancy projects continuously improve the technical level of practical significance.
