摘　　要：我国现行城乡规划技术标准体系不能适应《城乡规划法》和世贸组织的要求,也存在结构不清、覆盖不全等问题。应该基于建设行业技术标准体系框架和现有城乡规划技术标准的基础上,通过结构调整,构建新的规划标准体系,填补综合标准的空白,建立基于要素控制的通用标准和基于程序控制的专用标准体系,实现技术标准与法律法规的有机衔接。The current urban-rural planning technical standard system can not meet the requirements of City and Country Planning Law of the People＇s Republic of China and WTO. It is also constrained by obscure structure and insufficient covering problems. It is considered that it is of great necessity to restructure the planning technical standard system and establish a new system to fill the blank of comprehensive standard based on construction industrial technical standard system and the current urban-rural planning technical standard system. It is also important to realize the coordination between technical standards and laws based on universal standard of factor control and special standard system based on procedure control.
