摘　　要：随着农村最低生活保障制度的建立和深入开展,农村低保有力地改善了农村特困群体的生活状况。但是调查显示还存在一些难以解决的问题,如低保标准偏低、对象界定困难、资金来源渠道单一等。在调研的基础上分析城镇民政工作人员和农民对低保标准保障功能看法的基础上,提出了"水涨船高"的低保标准和科学界定低保对象、多渠道筹集低保资金的对策。Along with the establishment and implementation of minimum living standards in rural areas, the living condition of the neediest people in these areas has been substantially improved. However, the survey also shows some difficulties still exist, such as the minimum living standard is too low, the difficulty of identifying eligible receivers and the singleness of fund raising channel. Based on the views of civil administration staff and farmers on the function of minimum living standard, the paper proposes countermeasures, including the minimum living standard should keep pacewith rising consumer price, a scientific way of identifying eligible receivers and diversifying fund raising channels
