河南省半城市化地区发展问题研究

摘　　要：半城市化地区是由乡村向城市快速转型的区域,是对城乡二元结构的丰富和完善。半城市化地区的存在,主要是由于农村的户籍、土地、行政等管理体制改革滞后,从而导致人口与非农产业的空间转移滞后于其产业非农化、城市化滞后于工业化。半城市化地区与城市化地区以及乡村地区的区别,显著地体现在社会、经济、景观、管理体制等多个方面,可以从结构、变化、景观和体制4个层面的指标体系来进行识别和区分。依据半城市化地区的发展趋势、成因和行政管理等因素,将河南省半城市化地区划分为城市郊区型、大中城市近郊县(市)型和基于产业集群的城市远郊辖县(市)型三种类型,其发展策略各有侧重。城市郊区型发展策略包括大力发展城郊工业、积极发展城郊现代物流业、加快城郊城市化进程、突出解决失地农民就业和社会保障问题等;大中城市近郊县(市)型发展策略包括加快新型工业化进程、加快乡村向城镇转型、及早筹划彻底解决农村农民问题等;基于产业集群的城市远郊辖县(市)型发展策略包括实施工业产业集群化和产业升级战略、加快城镇化进程,等等。Peri -urbanization region, which transformed rapidly from country to city, exists as a result that the reform of household register, land and administration in country lags so as that the transfer of population and non - agricultural industries lag non - agriculturization of its industries and urbanization lags industrialization. The difference between peri -urbanization region and industrialized region and rural region ,which can be distinguished from the index system of structure, transformation ,landscape and system, embody markedly in socielty, economy,landscape, administration and so on . Peri -urbanization region in Henan Province contain 3 kinds of districts, counties around cities and counties based on industry clustering according to the development trends, reasons and ministration. The development strategies emphasize particularly on the different aspects.
