以人为本的施政理念对人民政府本质思想的新发展

摘　　要：党的十六大以来,以胡锦涛为总书记的党中央提出以人为本的施政理念,从多方面创造性发展了马克思主义人民政府本质思想。该文认为,以人为本的施政理念,丰富和发展了马克思主义关于人民政府必须代表人民利益的政府价值思想;丰富和发展了马克思主义关于人民群众在政府管理中的地位和作用的思想;丰富和发展了马克思主义关于政府公共管理职能如何实现人民利益的思想;丰富和发展了马克思主义关于防止社会公仆蜕变为社会主人的思想。Since the 16th CPC National Congress, Hu Jintao, as the general secretary of the CPC Central Committee, has put forward the administrative idea of ＂people-oriented＂, developed Marxism about the nature thoughts of people＇s government creatively in various ways： the administrative idea of ＂people-oriented＂ enriched and developed government value thoughts representing people＇s interests; enriched and developed the idea of the people＇s position and role in government administration; enriched and developed the idea about how to realize the people＇s interests according to the government public administration role; enriched and developed the idea about preventing the public servants from becoming the masters in society.
