摘　　要：规划环评在土地利用规划编制过程中不可或缺,它对于科学合理的土地利用决策具有重要的理论和实践意义。通过界定土地利用规划环评的内涵,阐述了我国土地利用规划环评的研究现状及目的意义,同时探讨了我国进行土地利用规划环评的必要性和关键点,提出了土地利用规划与规划环评在目标与过程、管理与制度方面实现一体化的思路和方法,为科学编制新一轮土地利用规划修编,为能有效地促进土地利用规划的生态化和解决规划环评中存在的问题提供借鉴。Land utilization plan has profound influence on the land resource＇ s sustainable use, the social economic development and the ecological environment, so it is extremely essential to carry on PEIA （plan environmental impact assessment） in the planning process. It has great theoretical and practical significance with making a scientific and reasonable land utilization decision. Through the limits of land utilization plan＇ s connotation at the same time, descripted the status and purposes of the land utilization plan＇ s EIA in our country, discussed the necessities and key-points to carry on the land utilization plan＇ s EIA in our country, proposed ideas and methods for integrating land utilization plan and its EIA with the goal-process and management-system, so as to provide reference for establishing the new turn land utilization plan scientifically, and for promoting the land utilization plan ecologically and solving the problems effectively.
