摘　　要：统筹城乡就业是科学发展观的题中之义,对推进社会主义新农村建设,最大限度地开发和利用城乡劳动力资源、实现人类社会的终极目标以及建设社会主义和谐社会都有着十分重要的价值和意义;统筹城乡就业必须充分发挥政府、市场和社会的共同作用。其中,建立以市场导向就业为基础平台、以提升城乡劳动者就业(创业)能力为核心因素、以政府促进就业(创业)为关键手段和以实现城乡一体化就业为目标是统筹城乡就业的路径选择。Urban and rural employment is an indispensable part of scientific outlook on development. It is of important value and great significance for the promotion of a new socialist countryside construction, maximum development and utilization of urban and rural labor resources, achievement of the ultimate goal of human society and construction of a harmonious socialist society. Urban and rural employment must give full play to the roles of government, market, and society. Moreover, to coordinate urban and rural employment, we should set up a system with market-oriented employment-based platform, enhancing the urban and rural workers＇ capacity, promoting employment under government＇ s guidance, and achieving the integration of urban and rural employment.
