摘　　要：贯彻国发〔2007〕32号文件精神,在新的历史条件下,新疆建设区域性国际商贸中心要有新思路:要内外联动推进区域性国际商贸中心建设。从具体推进思路来看,只能是集中力量突出重点,以点连线、循序渐进。To implement the State Council＇ s File 32 （2007） under the new historical conditions, we must have this new thought： to combine international cooperation with that of inland so as to push forward the construction of Xinjiang into an international business and trade center. To be more specific, we must be more focused, first start from dots and then combines them into lines, and advance step by step.
