摘 要:利用已建水利工程进行引水调控是我国在新技术条件下解决水资源时空分配不均和水污染问题的新途径。本文针对现有水利工程经济分析方法的不足,分析了引水调控工程的特点及工程经济效益应包含的内容,把经济效益分为保障水资源供给和改善水质所产生的经济效益两个方面,主要体现为增加农业灌溉水量减少干旱损失、改善通航条件减少航运损失、改善水质减少水污染损失和改善人居环境等方面。根据不同效益的特点,提出了量化评价的指标和基本方法,从而初步建立了引水调控工程经济效益评估的技术框架,为引水调控工程经济效益评价、成本分摊和建立长效运行机制提供了支持。It is a new approach to apply constructed water diversion projects for solving uneven distribution of water resources in space and time and water pollution problems in China.By commenting defects of existing methods of economic analysis on hydraulic engineering,the authors discussed the characteristics of water diversion projects and their economic benefits.The economic benefits can be classified as 2 parts: that due to assuring water supply and that due to improving water quality.The water diversion would result in increasing irrigation to reduce loss caused by drought,improving navigational condition to reduce navigation losse,and improving water quality and environment of human livelihood.According to the features of various benefit,an index system and a method for quantitative assessment of benefits were set up.An elementary framework of evaluation on the economic benefits of water diversion projects was formulated,which provides a technological support to economic benefit assessme nt,cost share and long-term effective operation of water diversion projects.
