科学发展观视阈下中共和平统一思想的创新发展

摘　　要：十六届三中全会以来提出与实践科学发展观的过程,也是中共和平统一思想与时俱进、创新发展的过程。从新时期两岸关系基本特征出发,确立现阶段两岸关系以和平发展为"主题",正是科学发展观立足社会主义初级阶段基本国情、准确认识我国发展阶段性特征这一根本思想方法论的直接体现。与此相应,我们转变发展观念,突破发展难题,在搁置争议、求同存异的前提下以"九二共识"建立起两岸关系进一步发展的政治基础,为未来开辟出广阔道路。科学发展观"以人为本"的核心思想,为"寄希望于台湾人民"的方针注入新的内涵,使争取台湾民心的工作更具吸引力与感召力。深入贯彻"全面协调可持续"的基本要求与"统筹兼顾"的根本方法,将保证两岸关系和平发展的最终归宿只能是和平统一。The process of proposing and practicing the concept of scientific development since the Third Plenary Session of the 16th CPC Central Committee is also a process of development and innovation of the CPC's thought of peaceful unification. To begin with the basic characteristics of the trans-strait relations and to promote peaceful development as the theme of the present trans-strait relations are the direct embodiment of the methodology of this thought. Correspondingly, on the preconditions of laying aside the controversial issues,we will change our developmental notion, break difficult issues and set up political basis for the further development of trans-strait relations with '92 consensus' to pave a broad road for the future. With the thought of 'man as the top priority' as core, the concept of scientific development has input new connotations to the guideline that 'placing hope on the people of Taiwan' and made the work to win over the pepole in Taiwan more attractive and inspiring. The carrying out of the basic requirement of 'overall coordination and sustainability' and the essential method of 'making overall plans and taking all into considerations' will ensure the ultimate result of the trans-strait relations to be an exclusively peaceful unification.
