国际人口流动中的反恐问题探析

摘　　要：国际人口流动的迅速发展促使国际恐怖主义在民族争端、宗教狂热、种族冲突、国际难民、跨国犯罪等领域都集中显现出恐怖分子的跨界"流动性"。国际社会也因此面临着高科技恐怖主义、国际恐怖主义组织间关系日益密切、恐怖袭击方式更加隐蔽化、国际恐怖主义跨国犯罪一体化等危机,致使国家安全、国家或地区间关系、国际正常人口流动秩序都遭到严重威胁。国际社会需在反恐应急机制、完善移民法、国际合作等领域采取有力措施来打击国际恐怖主义跨国犯罪,才能有效地保障国际人口的正常跨界流动。The rapid development of international population floating reveals the characteristics of terrorism in such respects as national conflicts, religious disputes, racial riot, international refugees, and international crimes. International community is facing the crisis resulting from high-technology terrorism, the growing intimacy between terrorist groups, the more secluded mode of terrorist attacks, the more concentrated international crimes, as have brought serious crisis to national security, the relations between countries, and the system of normal floating population. Therefore, the international community should take strong measures to fight international terrorism in the fields of emergency-response mechanism, the law of immigration and international cooperation, so as to guarantee the normal flow of international population.
