摘　　要：美国环境公正制度在美国已具有一种法律制度的雏形,对美国的环境保护和促进美国社会公正的实现发挥了重要的作用,特别是对美国的少数民族以及低收入人群的环境利益的保障发挥了不可估量的作用。探讨和介绍美国环境公正的内涵,分析其立法基础、实施方式,借鉴其取得的成果,对于我国实施可持续发展战略,建设资源节约型、环境友好型社会具有直接的指导和实践意义。The Environmental Justice has basically formed itself as a legal system in U. S. A. It has played an important role in the protection of environment and the realization of social justice in the States. And especially, it had immeasurable influence on ensuring the environmental interests of the minorities and people with low-incomes. The article, by introducing the connotation of environmental justice of U. S. A. , analyses its legislation foundation and explores its application methods. And thus, the author hopes it will provide reference to the implementation of the sustainable development strategy and the construction of the resources-economized and environment-friendly society.
