摘　　要：学报的开放办刊应立足本校,放眼社会;科学定位是要根据学报科研强项和学校办学性质设置栏目;为使学报成为反映本校科研成果的窗口,学报的审稿标准应该倾斜,对内稿倾斜,对青年作者倾斜。Open running of the Journal should be based on the own school, and take a broad view to society; Scientific fixed position should set up the columns according to the scientific research strengths and nature of school. The review standards of the journal should be beneficial for their own and the young authors in order to send the journal to the window of reflecting the scientific research.
