摘　　要：该文回顾了农业科研院所体制改革的进程,认为农业科研院所体制改革还没有真正破题,提出应从源头推进农业科研体制改革,走出"行政化"的窠臼,从"人往何处去,钱从哪里来"问题入手,才能破冰通途,农业科研体制改革才能走上金光大道。The article reviews the evolution of the reform of agricultural scientific research and conclude that the system reform have not really begin its role. The author advocate the source should been paid more attention to promote the reform and go out of ＂administration＂ of the cocoon, and the start point for reform agricultural scientific system is ＂people to go where, the money come from＂ which can make the reform smooth development.
