摘　　要：阐述了我国土地征用制度的概念、特征和对土地征用制度应遵循的原则,以及土地补偿和人员安置的范围与标准。同时针对我国目前公路建设中土地征用制度和法律制度的设计存在的问题进行了分析,并提出相应的建议和对策。This article discusses the conception and the features of land expropriation system, the principles which must be followed in China, and the scope and standards for land compensation and emigrant settlement. At the same time, it analyzes the present problems in the system design of land expropriation and law system in the process of highway construction, and put forwards to corresponding suggestions and countermeasures.
