对我国政府公共危机应急管理体系的系统分析

摘　　要：公共危机管理体系是政府公共组织系统的核心部分。我国的公共危机管理体系目前正处在从单种危机管理向复合危机管理渐进的阶段。现行的管理体制仍是以"条"为主的单灾害防御体系,缺乏系统战略和政策规划与组织化保障,且应急基础设施能力总体较薄弱,各地差距也较大。基于此,应在借鉴国外基本经验的基础上,组建国家及各省、市、县政府反危机管理机构;加强国际合作,大力推进危机管理研究,提高应对危机能力和政府在危机管理过程中决策系统的创新能力;建立统一应对突发性事件及处于紧急状态下的法律法规。同时,还要积极培育和发展公民社会组织,充分发挥其在危机管理中的重要作用。Public crisis management system remains the core of government public organization system, and now, it is in a progressive stage from single crisis management to complex one. Current management system adopts a single hazard prevention system with administrative guidance, which has shown its lack of systematic strategy, and policy -planning and organizational guarantee, weak overall infrastructure for emergence and varied situations of different regions. Based on this situation, the author suggests we should build an organization from each county, city and province to the state against crises, strengthen international cooperation to pro- pel the research of managing crises and increase the innovative power of government decision - making management, and establish a series of regulations and laws against accidents and emergent conditions. At the same time, we should also foster social organization of citizen to bring into full play the role of crisis management.
