摘　　要：介绍了电子科技大学清水河校区图书馆以人为本、注重实效的服务功能设计与空间布局规划,并论述了其适用性、可行性与现实价值,以为新世纪的现代高校图书馆的建设与发展提供实用的参考与借鉴。This paper is written based on the authors practice and experience conclusions on construction of new library of University of Electronics Science and Technology of China （UESTC） during past tow years. It introduces the service functions design and space layout in Qingshiuhe Campus Library of UESTC. The design and layout base on humanism and focus on the final effects. At the same time, this paper discussed the applicability, feasibility and real value of the design and layout. It could provide helpful references for modern university library construction and development in the new century.
