摘 要:在流域梯级水库补偿效益分摊中,补偿水库与受偿水库之间的冲突源于2类水库地位上的不平等性。针对这种不平等性,运用F-H冲突理论建立了流域梯级水库补偿效益分摊的冲突模型,进行冲突模型的稳定性分析,并讨论了冲突模型的最可能解。分析表明,冲突的解决有赖于补偿利益主体、受偿利益主体和流域管理机构3方冲突主体的协作,冲突理论在解决流域梯级水库补偿效益分摊冲突中具有一定的作用。In the compensation benefit allocation of river basin cascade reservoirs,the conflict between the compensating reservoirs and compensated reservoirs originates from their inequality.With regard to the inequality,a conflict model of compensation benefit allocation of river basin cascade reservoirs was established based on the F-H conflict theory.The stability analysis and possible solutions of the conflict model were analyzed.The analysis shows that the solution to the conflict depends on the coordination among the three conflict subjects: compensating benefit subject,compensated benefit subject and river basin management department.The present conflict model has certain action in the solution to the conflict of compensation benefit allocation of river basin cascade reservoirs.
