隐性跨界冲突及其协调机制研究——以珠江三角洲地区为例

摘　　要：经过多年快速发展,珠江三角洲地区目前正面临着跨界冲突及区域协调的严峻挑战,区域发展的种种重大问题、冲突和矛盾在"行政区-跨界冲突-区域协调"这一主题下交织与渗透,使跨界冲突的稳定、协调与创新机制变得极为重要。隐性跨界冲突作为一种特殊的跨界冲突,存在着制度冲突、文化冲突和社会排斥三种类型。隐性跨界冲突及其协调中始终贯穿着市场、政府和文化三股力量,相互耦合,共同构成隐性跨界冲突的协调机制。With the rapid development over the last three decades, the Pearl River Delta （PRD） region faces the rigorous challenges of interjurisdictional conflicts and coordination at present. The problems, conflicts and contradictions of regional development interlace under the theme of ＂administrative region - interjurisdictional conflict - regional coordination＂, thus stresses the importance of the stabilization, coordination and innovation mechanisms of interjurisdictional actions in the PRD region. In this study, three types of implicit interjurisdictional conflict （i.e. institutional conflict, cultural conflict and social exclusion） are addressed. Furthermore, marketable, governmental and cultural forces impenetrate in interjurisdictional actions, which forms the mechanisms of implicit interjurisdictional conflicts and coordination.
