摘　　要：三十年的改革开放,农村经济取得了很大的发展,但由于多方面原因,农村文化建设仍然相对滞后,尤其在欠发达的中西部地区,农民的受教育程度和文化素质仍较低下。要培养有道德、有文化、懂技术、会经营的新型农民,实现2020年农村改革发展的基本目标,必须要从农村的实际出发,努力探索新农村文化建设的有效途径,推进社会主义新农村建设。During 30 years of reform and opening up, rural economic has achieved great development, but due to many reasons for the rural cultural construction is lagging behind, especially in the less developed central and western regions, the farmer＇s level of education and cultural quality of is still low. To foster a new type of farmers with morality, culture and understanding technology, to achieve the basic rural reform goals in 2020, We should try to probe into an effective way to cultural construction in rural areas on the base of the reality of rural areas , to promote the building of new socialist countryside.
