摘　　要：通过对耕地保护外部性的分析,提出由于对耕地保护外部性的认识不足,没有建立起合理的耕地保护的区域补偿机制,致使耕地的生态价值和社会价值得不到合理的补偿,导致耕地比较效益低下,是耕地面积不断减少的重要原因。提出为保证耕地面积不减少,应该建立合理的耕地保护区域补偿机制,并对耕地保护区域补偿的价值标准、面积标准和配套机制进行了分析。Based on the externality analysis of arable land protection areas, this paper believes that insufficient understanding of arable land protection externality and lack of a reasonable compensation mechanism for regional arable land protection have led to unreasonable compensation for the ecological value and the social value of arable land, and that the low comparative effect of arable land is among the major reasons for the consistent decrease of arable land. To stabilize the quantity of arable land, a reasonable compensation mechanism for arable land protection areas is to be established. The paper also analyzes the value and areas standards of the compensation and a mechanism matching the compensation mechanism for arable land protection areas.
